Unable to edit commission after business line change

We just changed the name of the business lines and needed to update the commission but it is not allowing us to click on the business line dropdown. In order for us to see the business line list, we have to reselect the Apply category. We should not be retoggling like that. System should just let us make any changes without the need to retoggle.
